Authorised Signatories for the
Dubai Technology and Media Free Zone Authority

I, Ahmad Binbyat, Director General of the Dubai Technology and Media Free Zone Authority (the "Authority")

After perusal of the Dubai Technology and Media Free Zone Law, being Law No. 1 of 2000 of the Emirate of Dubai (as amended by Law No. 9 of 2003 and Law No. 1 of 2004) and Article 6 thereunder, hereby issue the following decision regarding the persons who shall be authorised signatories, and who shall have the capacity to bind the Dubai Technology and Media Free Zone Authority.

This decision replaces Decision No. 2 of 2004.

  1. For all purchases or procurement of products and services by the Authority, up to a contractual value of United Arab Emirates Dirhams One Million (AED 1,000,000), the signature of the Director of Procurement.

  2. For all purchases or procurement of products and services by the Authority, with a contractual value of more than United Arab Emirates Dirhams One Million (AED 1,000,000), the signature of the Chief Executive Officer.

  3. For all provision of products or services by the Authority to third parties for a contractual value of up to United Arab Emirates Dirhams Five Hundred Thousand (AED 500,000), the Executive Directors of each of Dubai Internet City and Dubai Media City (each a "ED") and the CEO of Dubai Knowledge Village ("CEO KV") may also sign in addition to the Chief Executive Officer.

  4. For all provision of products or services by the Authority to third parties for a contractual value of more than United Arab Emirates Dirhams Five Hundred Thousand (AED 500,000), the signature of the Chief Executive Officer.

  5. Licences issued by the Authority on behalf of Dubai Internet City under the Dubai Technology and Media Free Zone Licensing Regulations 2003 may be signed by either the ED of Dubai Internet City or by the authorised signatory of Dubai Internet City.

  6. Licences issued by the Authority on behalf of Dubai Media City under the Dubai Technology and Media Free Zone Licensing Regulations 2003 may be signed by either the ED of Dubai Media City or by the authorised signatory of Dubai Media City.

  7. Licences issued by the Authority on behalf of Dubai Knowledge Village under the Dubai Technology and Media Free Zone Licensing Regulations 2003 must be signed by the CEO KV.

  8. Leases for buildings or office space issued by the Authority on behalf of Dubai Internet City with an annual rental value of less than United Arab Emirates Dirhams Five Hundred Thousand (AED 500,000.00) may be signed by any of the ED of Dubai Internet City, the Director of Partner Relations of Dubai Internet City or the Director of Sales of Dubai Internet City.

  9. Leases for buildings or office space issued by the Authority on behalf of Dubai Media City with an annual rental value of less than United Arab Emirates Dirhams Five Hundred Thousand (AED 500,000.00) may be signed by any of the ED of Dubai Media City, the Director of Partner Relations of Dubai Media City, or the Director of Sales of Dubai Media City.

  10. Leases for buildings or office space issued by the Authority on behalf of Dubai Knowledge Village with an annual rental value of less than United Arab Emirates Dirhams Five Hundred Thousand (AED 500,000.00) may be signed by either the CEO KV or the Manager of Partner Relations for Dubai Knowledge Village.

  11. All Leases for and agreements for sale and purchase of land issued on behalf of any of Dubai Internet City, Dubai Media City and Knowledge Village will be signed by the Chief Executive Officer.

  12. All employment contracts for employees of the Authority will be signed by the Chief Human Capital Officer of the Authority.

This Decision shall come into effect on the date of its issuance.
