Dubai Outsource Zone, International Media Production Zone, Dubai Studio City,
Dubai Biotechnology and Research Park, Dubai Renewable Energy Eco-Community and Dubai Land

 

I, Ahmad Binbyat, Director General of the Dubai Technology and Media Free Zone Authority

 

After perusal of the Dubai Technology and Media Free Zone Licensing Regulations 2003 and Regulation 3.2 thereunder hereby issue the following decision regarding the categories of business for which a licence may be issued in the Zone.

This decision replaces Decision No. 3 of 2005 as amended and shall be read together with Decision No. 2 of 2006.
 
Notes:
 
1. Issue of Licences
     
  1.1 Licences shall be issued for each of Dubai Internet City ("DIC"), Dubai Media City ("DMC"), Knowledge Village ("KV") International Media Production Zone ("IMPZ"), Dubai Outsource Zone ("DOZ"), Dubai Studio City ("DSC"), Dubai Biotechnology and Research Park ("DuBiotech"), Dubai Renewable Energy Eco-Community ("DREEC") and Dubai Land ("Dubailand") for their respective licence segments as set out below.
     
  1.2 DIC, DMC, KV, IMPZ, DOZ, DSC, DuBiotech and DREEC may all issue licences under the General Segments.
     
2. Segments and Activities
     
  2.1 Each of DIC, DMC, KV, IMPZ, DOZ, DSC, DuBiotech, DREEC and Dubailand's licence categories are broken down into segments.  For DIC, DMC, IMPZ, DSC, and DuBiotech each segment has a number of activities.  Subject to Note ‎4.1 and ‎4.2, a licence for a segment generally entitles the licensee to undertake any of the activities listed in the segment.
     
  2.2 For licensees in DIC's "First Steps" programme, no transfers of shares in free zone limited liability companies will be permitted by the Authority for the first year of the licensees' participation in the First Steps programme.
     
  2.3 For licensees in DMC's Business Centre and/or KV's Business Centre, no transfers of shares in free zone limited liability companies will be permitted by the Authority for the first year of the licensees' participation in the either of the two Business Centres.
     
  2.4 For licensees under the Publishing Segment (Segment ‎4.4), a licensee may, on application add the names of one or more, up to a maximum of five (5) publication titles to its licence for an annual fee of United Arab Emirates Dirhams Five Thousand (AED 5,000.00) per title.
     
  2.5 For licensees under the Broadcasting (TV and Radio Broadcasting Segment (Segment ‎3.1), a licensee may, on application add the names of channels which are uplinked through the authorised uplink service provider to its licence for an annual fee of United Arab Emirates Dirhams Five Thousand (AED 5,000.00) per title.
     
  2.6 KV publishes "Guidelines" for each of its segments that explain the permitted activities allowed under each segment.  For the avoidance of doubt, in the event of any conflicts or contradiction between the Guidelines and this Licensing Decision, the terms of this Licensing Decision will prevail.
     
3. Licence Fees
     
  3.1 Subject to the below provisions, a licence for each segment is for an amount of United Arab Emirates Dirhams Fifteen Thousand (AED 15,000.00) per annum.
     
  3.2 A licence for the Broadcasting (TV and Radio Broadcast) Segment (Segment ‎3.1) is United Arab Emirates Dirhams Twenty Five Thousand (AED 25,000.00) per annum for Activities ‎3.1.1, ‎3.1.3, ‎3.1.5, ‎3.1.7 and ‎3.1.9 and United Arab Emirates Dirhams Forty Thousand (AED 40,000.00) for Activities ‎3.1.2, ‎3.1.4, ‎3.1.6 and ‎3.1.8.
     
  3.3 A licence for the Broadcaster (Non Resident) Segment (Segment ‎3.3) is United Arab Emirates Dirhams Twenty Five Thousand (AED 25,000.00) per annum.
     
  3.4 A permit under the DMC Freelancer Segment (Segment ‎3.9) and the KV Freelancer Segment (Segment ‎6.17) is an amount of United Arab Emirates Dirhams Seven Thousand Five Hundred (AED 7,500.00) per annum.
     
  3.5 A licence for the Publishing Segment (Segment ‎4.4) is United Arab Emirates Dirhams Twenty Thousand (AED 20,000.00) per annum.
     
  3.6 A licence for the University Segment (Segment ‎6.1) is United Arab Emirates Dirhams Fifty Thousand (AED 50,000.00) per annum where the University offers graduate courses only and United Arab Emirates Dirhams One Hundred Thousand (AED 100,000.00) per annum where the University offers both graduate course and post graduate courses.
     
  3.7 A licence for the Branch University Segment (Segment ‎6.2) is United Arab Emirates Dirhams Fifty Thousand (AED 50,000.00) per annum where the Branch University offers graduate courses only and United Arab Emirates Dirhams One Hundred Thousand (AED 100,000.00) per annum where the Branch University offers both graduate course and post graduate courses.
     
  3.8 A licence for the Branch School Segment (Segment ‎6.18) is United Arab Emirates Dirhams One Hundred Fifty Thousand (AED 150,000.00) per annum plus United Arab Emirates Dirhams One Hundred Fifty Thousand (AED 150,000.00) per annum for quality assurance services.  An additional sector (such as secondary) may be added for United Arab Emirates Dirhams Fifty Thousand (AED 50,000.00) per annum.
     
  3.9 A licence for the Boarding School Segment (Segment ‎6.19) is United Arab Emirates Dirhams One Hundred Thousand (AED 100,000.00) per annum.
     
  3.10 A licence for the School Segment (Segment ‎6.20) is United Arab Emirates Dirhams One Hundred Fifty Thousand (AED 150,000.00) per annum plus United Arab Emirates Dirhams One Hundred Fifty Thousand (AED 150,000.00) per annum for quality assurance services.  An additional sector, such as secondary may be added for an additional amount of United Arab Emirates Dirhams Fifty Thousand (AED 50,000.00) per annum.
     
  3.11 A licence for the Production Activity ‎7.1.5 or the Manufacturing Activity ‎7.1.6 under the Therapeutics Segment (Segment ‎7.1) is United Arab Emirates Dirhams Twenty Five Thousand (AED 25,000.00) per annum.
     
  3.12 A licence for the Production Activity ‎7.2.5 or the Manufacturing Activity ‎7.2.6 under the Diagnostics and Analysis Segment (Segment ‎7.2) is United Arab Emirates Dirhams Twenty Five Thousand (AED 25,000.00) per annum.
     
  3.13 A licence for the Production Activity ‎7.3.5 or the Manufacturing Activity ‎7.3.6 under the Agricultural, Forestry, Horticulture, Food Segment (Segment ‎7.3) is United Arab Emirates Dirhams Twenty Five Thousand (AED 25,000.00) per annum.
     
  3.14 A licence for the Production Activity ‎7.4.5 or the Manufacturing Activity ‎7.4.6 under the Environment Segment (Segment ‎7.4) is United Arab Emirates Dirhams Twenty Five Thousand (AED 25,000.00) per annum.
     
  3.15 A licence for the Production Activity ‎7.5.5 or the Manufacturing Activity ‎7.5.6 under the Speciality Supplies Segment (Segment ‎7.5) is United Arab Emirates Dirhams Twenty Five Thousand (AED 25,000.00) per annum.
     
  3.16 A licence for the Production Activity ‎7.6.5 or the Manufacturing Activity ‎7.6.6 under the Equipment Segment (Segment ‎7.6) is United Arab Emirates Dirhams Twenty Five Thousand (AED 25,000.00) per annum.
     
4. Listing of Activities on a Licence
     
  4.1 A DIC, DMC (except for Segment ‎3.1), KV (as for Segments ‎6.18, ‎6.19, and ‎6.20 only) IMPZ, DSC, DuBiotech, DREEC and Dubailand licensee may (but is not obliged to) add one or more, but generally not to exceed five (5), of the activities from the segment chosen for specific inclusion on the licence (for instance, to denote a particular speciality or business focus).
     
  4.2 As an exception to Note ‎2.1, and for the General Segments and the Broadcasting (TV and Radio Broadcast) Segment (Segment ‎3.1), only one activity will be licensed and undertaken unless a licensee is specifically authorised to conduct more than one activity.
     
  4.3 For the DREEC Segments, a maximum of three (3) activities may be licensed and undertaken under each DREEC Segment, with the exception of Segment ‎9.6 for which only one (1) activity may be licensed and undertaken.
     
5. Limitation on Service Provider Segment and Consultancy Segment
     
  5.1 Issuance of any licence under the Service Provider Segment for any activity, and for Legal Consultancy (Activity ‎10.2.1), Accounting/Auditing Consultancy (Activity ‎10.2.1‎10.2.2), Architectural Consultancy (Activity ‎10.2.2‎10.2.3) or Engineering Design Consultancy (Activity ‎10.2.3‎10.2.4) under the Consultancy Segment, is restricted to persons or organisations that are currently licensed to undertake that particular activity by the relevant authority in Dubai or elsewhere in the United Arab Emirates.
     
6. Capitalisation of Companies in DOZ
     
  6.1 For all activities under DOZ and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
7. Capitalisation of Companies in IMPZ
     
  7.1 For all activities under the Printing Segment (Segment ‎4.1) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Five Hundred Thousand (AED 500,000.00).
     
  7.2 For all activities under the Publishing Segment (Segment ‎4.4), and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Two Hundred Thousand (AED 200,000.00).
     
  7.3 For all other activities under IMPZ and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
8. Capitalisation of Companies for the Broadcasting (TV and Radio Broadcast) Segment
     
  8.1 For all activities under the Broadcasting (TV and Radio Broadcast) Segment (Segment ‎3.1) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Two Million, Five Hundred Thousand (AED 2,500,000.00).
     
  8.2 Any changes to the shareholding of a licensee licensed under the Broadcasting (TV and Radio Broadcast) Segment (Segment ‎3.1), will require the prior consent of the Authority.  The provisions of Decision No. 3 of 2004 concerning the Dubai Technology and Media Free Zone Private Companies Regulations 2003 shall specifically apply to any transfer of shares in a licensee licensed under the Broadcasting (TV and Radio Broadcast) Segment (Segment ‎3.1).
     
9. Capitalisation of Companies for the School Segment
     
  9.1 For all activities under the School Segment (Segment ‎6.20) and for the Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Two Million Five Hundred Thousand (AED 2,500,000.00).
     
10. Capitalisation of Companies for the Therapeutics Segment
     
  10.1 For the Production Activity ‎7.1.5 under the Therapeutics Segment (Segment ‎7.1) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
  10.2 For the Manufacturing Activity ‎7.1.6 under the Therapeutics Segment (Segment ‎7.1) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
11. Capitalisation of Companies for the Diagnostics and Analysis Segment
     
  11.1 For the Production Activity 7.2.5 under the Diagnostics and Analysis Segment (Segment 7.2) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
  11.2 For the Manufacturing Activity 7.2.6 under the Diagnostics and Analysis Segment (Segment 7.2) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
12. Capitalisation of Companies for the Agricultural, Forestry, Horticulture, Food Segment
     
  12.1 For the Production Activity 7.3.5 under the Agricultural, Forestry, Horticulture, Food Segment (Segment 7.3) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
  12.2 For the Manufacturing Activity 7.3.6 under the Agricultural, Forestry, Horticulture, Food Segment (Segment 7.3) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
13. Capitalisation of Companies for Environment Segment
     
  13.1 For the Production Activity 7.4.5 under the Environment Segment (Segment 7.4) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
  13.2 For the Manufacturing Activity 7.4.6 under the Environment Segment (Segment 7.4) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
14. Capitalisation of Companies for Speciality Supplies Segment
     
  14.1 For the Production Activity 7.5.5 under the Speciality Supplies Segment (Segment 7.5) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
  14.2 For the Manufacturing Activity 7.5.6 under the Speciality Supplies Segment (Segment 7.5) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
15. Capitalisation of Companies for Equipment Segment
     
  15.1 For the Production Activity 7.6.5 under the Equipment Segment (Segment 7.6) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
  15.2 For the Manufacturing Activity 7.6.6 under the Equipment Segment (Segment 7.6) and for the purposes of Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00).
     
16. Capitalisation of Companies in DREEC
     
  16.1 For all activities in DREEC and for the Regulation 23.1 of the Dubai Technology and Media Free Zone Private Companies Regulations 2003, the minimum paid up capital of an FZ-LLC shall be United Arab Emirates Dirhams Three Hundred Thousand (AED 300,000.00) with the exception of Segment ‎9.6 for which the minimum paid up capital will be United Arab Emirates Dirhams Fifty Thousand (AED 50,000.00).
     
17. Limitations on licensees for the Broadcasting (TV and Radio Broadcast) Segment, Broadcast Management Segment and Broadcast (Non Resident) Segment (all "Broadcast Licensees") and for the Publishing Segment and New Media Segment (all "Publishers")
     
  17.1 For the Broadcast (Non Resident) (Segment ‎3.3), only branch office registrations are permitted and fast track registration procedures shall apply under the terms of Regulation 3.3 and Regulation 3.4 of the Dubai Technology and Media Free Zone Licensing Regulations 2003.
     
  17.2 DMC shall designate an authorised uplink service provider in the Zone.  No Broadcast Licensee is authorised to resell, repackage or sub-lease broadcast uplink services except and to the extent expressly authorised by DMC in consultation with the authorised uplink service provider.
     
  17.3 For the Broadcasting (TV and Radio Broadcast) Segment (Segment ‎3.1) for any modifications or additions to the channels being broadcast by a Broadcast Licensee, DMC must be informed in writing in advance by the Broadcast Licensee of any such modifications or additions, and the Broadcast Licensee's licence will be amended by DMC to reflect any such modifications or additions. No Broadcast Licensee may operate on the basis of any modifications or additions to the channels being broadcast by that Broadcast Licensee unless and until its licence is amended by DMC.
     
  17.4 For Broadcast Licensees and Publishers, any and all disputes with regard to content will be subject to the jurisdiction of the Broadcasting and Publication Disputes Tribunal Regulations 2003 and the Dubai Technology and Media Free Zone Codes of Guidance 2003.
     
  17.5 For the Broadcasting (TV and Radio Broadcast) Segment (Segment ‎3.1), licensees are not permitted to uplink through the designated uplink provider any third party channels not owned or controlled by that licensee.
     
  17.6 For the Broadcast (Non Resident) (Segment ‎3.3), a licensee is not permitted to maintain a physical presence in the Zone or elsewhere in the United Arab Emirates and no residence permits in terms of the Dubai Technology and Media Free Zone Employment Regulations 2004 will be provided to any such licensee. This restriction shall be a condition on the licence for the purposes of Regulation 9 of the Dubai Technology & Media Free Zone Licensing Regulations 2003.
     
  17.7 For the Broadcast (TV and Radio Broadcast) (Segment ‎3.1) and the TV Network – Satellite – (Direct to Home and Cable Head End) Activity ‎3.1.6, a licensee is not permitted to provide satellite service for free to air channels unless authorised by DMC and authorised uplink service provider.  Additional fees will apply to any such authorisation.  Such licensees are further not permitted to provide satellite services for channels not owned by that licensee, unless authorised by DMC and authorised uplink service provider.  If so authorised, an additional fee will apply.
     
18. Limitations on Licensees for the DMC Freelancer Segment and KV Freelancer Segment
     
  18.1 Issuance of a permit under the DMC Freelancer Segment (Segment ‎3.9) or the KV Freelancer Segment (Segment ‎6.17) will only be to individuals on a sole proprietorship basis.
     
19. Limitations on Licence for the Associations (Non Profit) Segments
     
  19.1 Issuance of a licence for the Associations (Non Profit) Segments (Segment ‎3.10 and Segment ‎9.6) will only be granted to bona fide representatives of the relevant segment that operate on a not for profit and non-commercial basis.  Issuance of a licence may be to either a free zone limited liability company or a branch of a foreign company.
     
20. Limitations on Licence for the University Segment
     
  20.1 Issuance of a licence for the University Segment (Segment ‎6.1) will only be granted to bona fide branches of an approved foreign University, College or School and where that University, College or School exercises full control over the operation and management of the branch.
     
21. Additional Requirements for Licensing under the Hotel and Leisure Services Segment
     
  21.1 Issuance of a licence for the Hotel and Leisure Services Segment (Segment ‎10.4) is subject to licensing and approval requirements as set out in Decision 2 of 2006.
     
22. Adding additional Segments to an Existing Licence
     
  22.1 Where a licensee wishes to add an additional segment to its licence, this will be treated as a new application and a further licence fee of United Arab Emirates Dirhams Fifteen Thousand (AED 15,000.00) per annum will be payable.
     
23. Property Management Services
     
  23.1 Issuance of a licence for the Property Management Services Segment (Segment 10.5) is specifically restricted to the management of properties located in areas under the regulatory and administrative control of the Authority and for properties that are owned or leased by the licensee.  No person or corporate entity may provide property management services for properties located in the Zone except and to the extent that they hold a Property Management Services Licence under Segment 10.5.  A licensee is not permitted to provide property management services whether by way of leasing, brokerage or sale for any properties located outside the Zone under any circumstances.  The licence fee for Segment 10.5 is determined on the following basis:
     
    23.1.1 Where the property is managed and operated in collaboration with the Authority (under the terms of the Authority's "Property Management and Leasing Agreement"), the licence fee will be an annual amount of United Arab Emirates Dirhams Fifteen Thousand (AED 15,000.00).
       
    23.1.2 Where the property is managed and operated directly by the licensee, the licence fee will be an annual amount calculated at United Arab Emirates Dirhams Ten (AED 10.00) per square foot of Built Up Area (as that term is defined by the Zoning Authority in the Zone) in the property under the management of the licensee.
       
    23.1.3 Where a property is managed and operated directly by a licensee as set out in item ‎23.1.2 above, such licence must be maintained and renewed as long as other licensees are operating out of the property.
     
24. Shared Segments
     
  24.1 Certain segments are shared between DMC and IMPZ as more particularly described against each shared segment.
     
  24.2 Certain segments are shared between DMC and DSC as more particularly described against each shared segment.
     
25. Dubailand Segments
     
  25.1 Issuance of a licence for any of the Dubailand Segments requires the prior approval of Dubai Land LLC.
     
  25.2 All licences issued under any of the Dubailand Segments are for provision of Management Services only for attractions and developments located in the Dubailand development.  No entity licensed under the Dubailand Segments may own or develop attractions in Dubailand and Dubailand licensees may only provider management services to entities in Dubailand licensed and regulated in accordance with the requirements of the Dubai Department of Economic Development and the Dubai Municipality.
     
  25.3 Dubailand Licensees may be subject to certain additional restrictions and requirements as shall be determined from time to time by the Authority in consultation with Dubai Land LLC.

  1.1 Software Development / Web Based
     
    1.1.1 Software Provider
(Companies that provide software for resale to other business entities.)
     
    1.1.2 Software Solution Provider
(Companies that not only resell and distribute software, but also implement it and find solutions for different entities to provide them with the best software available for them.)
       
    1.1.3

Data Warehousing and Data Mining
(There are three types of data warehousing activities:)

  • Data warehousing solutions (hardware and software provider)
  • Data warehousing software provider
  • Data warehousing application provider
       
    1.1.4 Content Provider
(Companies that provide Web content to third parties.)
       
    1.1.5 Content Developer
(Companies that develop Web content to be used by content providers to resell to third parties.)
       
    1.1.6 Electronic Payment Solutions
(Companies that provide payment gateways to business entities (Software and Solutions).
       
    1.1.7 Multimedia Programming Services
(Companies that develop multimedia (Videos, Flash, Animations) for the Web.)
       
    1.1.8 Research and Development
(Companies that research and develop their own software as an activity including customisation of software.)
       
    1.1.9 Web Software Developer
(Companies that develop specific Web-based software that can be customised.)
       
    1.1.10 Web Software Provider
(Companies that resell software developed for the Web.)
       
    1.1.11 Web Designing
(Companies specialised in designing pages of electronic services sites where the Internet is used as infrastructure.)
       
    1.1.12 Web Consultant
(Companies that provide consultancy to other entities on creating a website.)
       
    1.1.13 Online Banking Solution Provider
(Companies that sell online banking solutions (software, implementation, customisation) to other companies.))
       
    1.1.14 Online Banking Software Provider
(Companies that provide packaged banking software for business entities (usually financial services companies).)
       
    1.1.15 Call Centre Solution Provider
(Companies that provide software, and customisation and implementation therefor, for call centre)
       
    1.1.16 CRM Solution Provider

(A representative office promotes the products and services of its parent company, expands it activities, and facilities the conclusion of commercial contractual agreements between the company and its clients.  A representative office may not carry out any trading activity nor enter into commercial transactions and deals by itself.)

(A call centre handles all complaints, reservations, orders, bookings and general information enquiries by end users.)
       
    10.3.4 Administration Office
(An administration office makes contacts and conducts follow-up of the parent company's activities and affairs, and works to promote the company abroad.  Such an office may not carry out the work related to the company's activities nor have any trading activity inside the United Arab Emirates.)

(A back office provides discrete logistical, administrative and secretarial functions for a parent company's operations.)
       
  10.4 Hotels and Leisure Services - Hotel licensing criteria and process shall be as set out in Decision No. 2 of 2006.
       
  10.5 Property Management Services – Branches of existing companies or other licensed commercial entities or companies incorporated in the Zone to manage commercial and residential property located within the Zone only.
       
  This Decision shall come into effect on the date of its issuance.
